You can download the latest DirectX redistributable from here: http://www.microsoft.com/downloads/details.aspx?familyid=0CEF8180-E94A-4F56-B157-5AB8109CB4F5&displaylang=en

Normally each browser has its own default location to save the downloaded material. You could see this location in the options and setting of the browser. In some occasions, a user may change this default by manually setting a new location while downloading something, and the browser would remember that location.

The story about the Microsoft products (including DirectX) is different. Microsoft noemally uses a custom location for the downloads, and normally installs automatically the downloaded material on the spot.
